I had uncles and cousins who were Gardai in Ireland. Quiet men who liked a quiet life if possible. One of them got told off because there never seemed to be anyone arrested in the place where he was the local man. His attitude was that if his presence stopped people committing offences, he was doing a good job.

But to show willing, he charged someone for cruelty for keeping a goat which only had three legs, but it was thrown out in court because the gaot seemed to be managing well enough with three legs.
