Solving the high birth-rate problem IS important, but THIS issue is about how to **IDENTIFY** in a fair manner those who have come here illegally, and as a side issue, how to design border security. This is the major issue because we have to deal with that until the population issue is resolved, and barring huge disasters, that will take decades even if 'those' countries cooperate.
