You've missed the point. Sometimes what people want is wrong. And there is no such thing as "the people" because people are not an undifferentiated blob. If you agree that some people wanted to intern Japanese-Americans and some didn't, you agree that "the people" is not an undifferentiated blob, and sometimes people want something that is wrong.
