Under the Arizona law, off-reservation schools with large Indian student bodies (and there are some in both Arizona and New Mexico that aren't BIA-run) will not be allowed to teach, for example, Navajo. Brewer says that the law isn't directed toward one race (not that Hispanic is a race, of course), so surely Hispanic teachers can't be a target.
