It's an assumption hastily made while someone is apparently deliberately trying to confuse them about what they are seeing. But the fact is that paint from paint pellets would behave differently than the stuff we see in the video, so while it's an honest mistake for them to have made, it's pretty obvious that it is nevertheless a mistake.
