So, NO! We don't need a new manager.
What we need is a new FA, preferably one that cares about the English game enough to make changes not based on how much money they can grab from TV.
A good start would be a smaller premiership, and a reduction in the total number of games to be played in one season, allied with stringent limits on the number of foreign players allowed per team.
