My first list was a relatively short list, of countries which still use the death penalty - if US states which do so were included it would of course be a longer list, but still shorter than the list of countries which have got rid of it.

My second list was a response to Q's rather naive assumption that "Countries that do not permit the death penalty would be a much shorter list." And that list would be a bit longer with some non-death penalty states in the USA added.

I appreciate that different states in the USA have a very different record on this - in fact Michigan in 1847 was the first English speaking territory to abolish the death penalty.
