I think we can use this thread
and expand our discussion to
"how to do" these events.

To attempt to answer your question, I think you'd need
a radio station with a studio and internet streaming
willing to set this up. Then pick your external sites
with musicians, internet connections, and camcorders.
The hard part would be editing, splicing and syncing
the video.
