Now, I think it is reasonable that people who make little contributions to a busker's hat know their own minds. After all, if they wish to give a few pence to Her Majesty's Government, they are at perfect liberty to do so. And for all a busker knows, the punters may well be doing just that, and it would a mistake to pay tax twice.
