Stop voting all together. Just ask anyone who wants to represent the country to put their name forward and be able to commit to 6 years. ( 2 to learn the job, 2 to work at it, 2 to take a leadership role). Then let a random computer pick 50 people each year to replace the 50 retiring ones. Much more representative.
