Surely they could use nuclear submarines for that purpose ?? It's not a new idea,using ships as power-stations,after all ( 1930s, Eastern Seaboard USA, USS Lexington ?? ) ; at least if there were "problems",they could be towed away from environmentally sensitive areas ? That's what I'd look at doing ,anyway; maybe the Russians haven't thought of it yet !!
