No, Ebbie. Food could have been purchased at local stores, for instance. This would have spread the money around; it wouldn't have been kept in one place. It would have gotten people help instead of having them on soup kitchens and lessened (not eliminated) the need for things like the CCC and other federal government projects of the time.
