The farmers and foresters may or may not be using such tyres on their private land, but the point is they also use them on public rights of way (that's what green lanes are, vehicular public rights of way), make such lanes impassable for vehicles not so equipped, dangerous for horses and unpleasant for walkers - then pretend that the damage was caused by recreational offroaders, shirk their own maintenance responsibilities and even obstruct the offers of recreational vehicular users to maintain the rights of way.
