Right now, BOTH parties use/support/maneuver the lines to suit at times. It is much MORE used by Republicans, as they are more concerned about reducing minority voting...why? because they rely on a host of single-issue, special interest groups to promote their base.
I want NO party...even my own... to use those tactics.
