Install 'black box' governors on all vehicles which can be activated by roadside monitors when vehicles are found to be be traveling more than 'X'% above the speed limit. Monitor will then send signal to limit vehicle to 'Y'% UNDER the limit for the next hour. Emergency vehicles excluded.
