"Vote out the incumbents" might be satisfying, but it doesn't make any differennce. It just means they take turns.

One flawq with most electoral systems is that you don't have a chance to vote people out - you can only vote the other people in. It might be interesting to have elections in which people had two votes - one for and one against. You wouldn't get in if more people cast votes against you than for you.
