I can't see how there is anything "illogical" in selling things in one-dozen lots, even when the items concerned happen to be metre rulers. After all, would anyone think it "illogical" to sell 12 9nch rulers in bundles of ten?

Having rulers that only show metric units (or non metric units for that matter) is of course illogical in a world where both sorts of measurements are still in common use.
