NWMP really formed to protect the interests of the eastern elite.

(Some of the mounted police combined their duty with building up their ranch at the same time. Some were English; a son of Charles Dickens was a member for a time.) The whiskey traders were put out of business, but the liquor trade was taken over unhindered by the "lower classes" in the developing towns.
