I've signed up for Sound Cloud for now. It was not too difficult in the end to find out what you got when you signed up. They give you playing time (in minutes) rather than number of tracks or disk space in MB. The free version gives you 120 minutes playing time.

Uploading is straightforward and there is a box to add a commentary on your tracks when you upload together with tags. Not unlike You Tube.

I have also signed up for Soundclick. I can compare them and keep the one I like better. Soundclick doesn't seem to have a limit on the number of tracks you can upload. Olddude is on Soundclick, maybe a comment from you on your experience if you are reading this.
