Is littering asked for? Probably not, so it's breaking the law ("Hey, guy, would you spread your trash all over my property?"). Busking isn't semi- or totally permanent and buskers will, in my experience, move on if asked to do so. (It is a violation of the law in some places in the US, by the way.)
