There are traditional ballads about Jesse James, Billy the Kid, Sam Bass, Jim Fisk (robber baron), John Hardy, William Quantrill, Stagolee (whether he was real or not is debateable) and Cole Younger. I found all but Jim Fisk and Quantrill in the DT, I can send those to you if you like. Michael Martin Murphey, the country singer, has a terrific recording of both trad. and contemp. outlaw songs called "Rhymes of the Renegades."There are several ballads about the English folk hero Dick Turpin also.
