Y and W both have ambiguous origins, so whether they represent consonants or vowels is often a matter of chance. While in modern English convention a certain Roman's name would be written 'Gaius Julius Caesar', he would have have recognized CAIVS IVLIVS CAESAR - three letters that have expanded over the centuries into eight, though none of his Vs have become W or Is Y.
