Corruption is a way of life in Mexico as in many of the poorer countries of the world. It's common knowledge tourists are always targets for traffic infractions, has been for years .... the cash you gave to the police officer was probably less than the fine you would have paid in court ... one rule when visiting a foreign country is realize and understand it has different customs and LAWS .... Mexico is based on the civil law system whereas Canada's is based on the common law system, there is a big difference ... when in Mexico you must realize are not back in 'Kansas'.
