If Kendall's ruling came about it seems to me that it wouldn't be all that great a next step to eliminate them. Or at least isolate them. Can you imagine cities where everyone scored below average? That would create a new level of average intelligence.

Seriously, if everyone with an IQ below a tested 100 were barred from normal participation in usual activities that would require a sequel to 1984.

And keep in mind that they say that everybody over-estimates their own intelligence.
