OK, Q. Plug in your local minority. The article cited Phillipinos. Here, in the NY area, many of the Phillipinos are coming in as nurses. The illegals in our grocery stores and in the back of restaurants tend to be Mexicans and Central Americans.

You might be surprised at how many of the people filling low level jobs are illegal throughout the world. I do not know for sure what the situation in the EU is, but my understanding is that once anyone comes in, they have access to all of the rest of the EU countries without need of passports or visas.   

My point is that however substandard certain jobs are, they create conditions in which the worker [as long as he gets paid] can send money home to support the family.
