Bar the issue of 'fair game', it's worth noting perhaps that making a monster ridiculous is also a potent tool to undermine his credibility and subtley disempower him. It's an old tool too. It might not make him less literally powerful, but it undermines his public image which is particularly important if that image is one he deliberately uses to intimidate the public into submission and indeed garner his forces respectful obedience.
