Joe- you can do this with CCleaner (options/cookies) I believe, which is free. Also with Ashampoo Winoptimiser 6 (which is also free) but only for IE (Clean up system/internet cleaner/edit exceptions/cookie exceptions tab)- maybe later versions of Winoptimiser will give more options
