Under international law, the "rules of war", it's not considered very sporting to assassinate the ruler of a sovereign state. So you put your efforts into cutting the legs out from under him, depriving him of a working economy and/or an effective army, and if your aim just happens to miss and he gets killed "by mistake", "Ahh, so sorry!" So be it.
