According to this link, some contractors are paid up front and , should the government shut down for lack of funding, they will continue providing services because they have been paid.
Not sure if this means they have been paid IN FULL up front or not.

I guess the question is, does this up front full payment apply to ALL contractors or some who fall into a given category?
