Suing the people of Iceland smacks of the Versailles Treaty. Arrest those who caused the problems and punish them as appropriate. My own suggestion is blóðugr örn, but I admit to disliking things as easy on those convicted for crimes such as this -- against humanity, you might say -- with punishments such as jailing.
