When 'Icelandic' banks were offering higher rates of interest than 'English' banks many local councils made deposits with them to maximise their income. At that point someone should have asked "Why are these banks able to offer better interest rates". If an offer seems too good to be true then it probably isn't true.
The UK government can hardly complain at Iceland's failure to monitor its banks, as our own banks were not under sufficient scrutiny either.
