Rap... I assume "concrete" means the foundation. Even though it is common practice to apply two (yeah, right... they onely ever apply one) coats of bituminus paint (now illegal in some jurisdictions) to concrete foundations below grade, unless your dwelling was built lately and expansion joints were properly installed, you WILL get water in the crete. The water will wick up and push the paint off the crete. Here's the bad part. When the paint peels, it doesn't ALL peel and water (rain) gets behind the paint. It saturates the crete. The crete freezes. The crete spalls. Yer fucked.

Now, epoxy, well THAT won't peel. And, it will hold the wicked water in the crete. And, the crete will spall (fucked again) more slowly depending on the thickness of the wall and other avenues of water escape such as at the framewall sill plate (if the sill plate does not have a proper gasket it could rot and you'll be really fucked) or on the interior of the wall where it will leave efflorescence.

On the other hand, you may never have a problem with it but I would give that about a 5% probability.

There is an "up side". At your age and with your money, paint it. It'll look nice for a few years if you scrape and wire brush it and repaint as required... usually every year.
