Basement floor... it depends. 99% of the time, foundations are not backfilled properly and the weeping tile gets silted up (it takes a while and the newly required 5 year warranty is up, of course). In such a case, the same thing will happen with the paint on a basement slab if the water table is above the level of the slab. Of course, this in the case in most locations.

I tried to build houses that were designed (I had some really neat "extras") and built to avoid such problems... not just with foundations but with lots of things... and I couldn't compete. People who don't know the difference just look at the $.

As for YOUR basement slab... is there efflorescence on the top of the slab near the walls? That's a first step in assessing the situation.
