Proportion of Chinese rice consumers to wheat consumers?

China is the largest wheat consumer, about 17 percent of global use.
Only the warmer southeast produces rice. The rest depends on wheat.

The government is worried by drought in the wheat provinces; not only is it for local consumption but China is the world's largest winter wheat exporter.
