Who will help an elderly "Techagnostic" ?

My daughter recently emigrated to the US and left me her "Wonderful, New Fangled Digital Camera" but , of course, she didn't require the Manual after the first reading , several years ago, and disposed of it. Now I have this fine piece of equipment but cannot manage it.
I take a shot but when I connect the camera to my Laptop the photo looks "lined" (it's almost as if it had been taken through a venetian blind). Have I merely got to re-set it or (a) is the camera "broken" (b) Is my Computer "broken" ?
I just want to use it to take Landscape photos to download to my photo files , for comparison with many old photos that I have in them already.
