I don't think the use of the word "consultation" is actually a lie in the sense of a deliberate untruth. I think the people in positions of authority who use it really believe it means "we will have a meeting to tell you what we are going to do, at which we will not allow questions". So in their minds, they think that what they are doing is truthful.

They need educating, don't they?
