Yes, that is true and I remember the (DOS) days when PC's started to come in at the company I worked for. What happened in the early days was different departments selected their own software...

A corporate policy is needed but I think it should be open to (unbiased) review.

That aside, I think Bill is referring to home users where IMO, the situation is very different.
