It should be up to the parents to decide at the time of birth. The only thing that should be legislated and that MUST be mandatory regardless of what religion and ceremonial religious tradition is wrapped around it, is that it be performed by a medical doctor, and with a local anesthetic administered prior (and given time to work) so that it is absolutely pain free for the baby. To do it any other way and without a local is simply barbaric - and if done THAT way, it SHOULD be illegal.
