I think that when a person with state power in his hands indulges in such scandalous public incitements as speeches about "ethnic cleansing", he convicts himself, and no trial should be necessary. Some court, somewhere, should be empowered to declare him an outlaw, and it should be perfectly legal for anyone in the world to shoot him on sight. The same with Khomeini after he put out the fatwa against Rushdie.
