Gnu--it wasn't a penalty kick because the foul took place just outside the penalty box. Another foot or so closer, it would have been a penalty kick. It may not have made a difference considering that the Japanese goalkeeper stopped three in the shootout.

All in all, one hell of a match! Kudos to the referee for generally staying out of the way of play.
