When originally introduced, Marquee worked only in IE and fakelore contends that it was introduced as an alternate to "Blink" that worked in every browser except IE.

Some suggested always using both blink and marquee for the same text/object so that all the users would see one or the other, relying on the specification that html interpreters should "fail gracefully by ignoring anything the browser doesn't understand."

("Graceful failure," as it actually happens, is somewhat as described by comments his wife once made about former President Ford.)

I haven't seen any definitive update, but both Blink and Marquee are among the "deprecated" html techniques that really should NOT BE USED without extreme caution. Recognition for both may, or may not, have been incorporated in most browsers by now. "Practicing" here is fairly harmless, but you may encounter objections if you try using it elsewhere.

There are several html codings that produce results only for browsers of specific configuration or that produce different results depending on which browser the person reading the page is using. If you don't know what your audience will see, it might be best to use another method over which you have actual control, although it's hard to find anything more annoying (or even as annoying as a page full of blinking, scrolling, moving, squiggling TRASH.
