If your socks have any nylon or orlon (common synthetics) you can probably cut the toes off with a hot knife and the threads will seal together enough to minimize ravelling.
Alternatively, cut them with scissors and "seal the edges" by rubbing them gently with a small soldering iron.
If they're pure cotton or wool, cut with scissors, lay a small bead of "white glue" on the cut edges and "rub it in" with a small piece of paper towel so it doesn't make a "lump."
I'd suggest trying any of these on one sock before doing a drawer full, as results do vary.
"She says" it would be better to cut them off and do a zig-zag stitch along the cut edge, but since she won't let me use her sewing machine I can't offer an opinion on her delusional crackpot hallucinations.
