The US has not been able to enforce the US ban on international/interstate gambling very effectively, but by prosecuting some citizens who participated (and seizure of their bankroll and booty) they've significantly diminished the profitability of that kind of SPAM.

If they could figure out a way to cut into the profits of the high-rollers who process the credit cards (Master Card, Visa etc.) and phony "900 line phone fees" (AT&T, Verizon, et. al.) they could probably bring a halt to a lot more of it.
