My sense of correct policy as understood thus far is that whoever decides to organize a special event in the concert room can set the parameters, and anyone who wishes to attend can do so.

I been thinking of a hymn singalong-- where the items led by one or more members would all consist of hymns posted here either in DT or threads, with time for each one attending to open up the words to sing or sing and play along from home.
