There is no assurance that nuking Hanoi would have ended the civil war in the south... The Viet Cong weren't from up north... I heard it differently... Nuke everything and pave over it... Yeah, I guess that would have been a military victory though that isn't even assured as lots of folks would have holed up in Laos and Cambodia and lived by Ho Chi Minh's advice that "he who fights and runs away, lives to fight another day...

In other words??? There was no victory to be had...
