Another 9-9-9 mystery is what happens to state and city sales taxes.

Will the 9% national sales tax be added to these, resulting in some cases in an 18% total tax on every purchase? (Cain says he will exempt food: more math to be done.)

If local sales taxes are repealed under 9-9-9, where do state and municipal revenues come from? Federal disbursements by a reorganized IRS? And if so, wouldn't 9-9-9 have to become more something like 15-15-15 right away?

That doesn't sound much like conservative "small government," "fair taxation," or even simple "efficiency" to me.
