I believe the Reuben James was providing escort to a convoy that was bound for England; we were providing such escort to about halfway between the States and England in the 1940-41 period. Certainly the convey would have been carrying war materials.

Evidently the German explanation for their action was sufficient enough that we didn't declare war.
