That was the general idea - there were a lot of steps to it, not just one button press. The software is called Fo2Pix PhotoArtmaster Classic, which was a cut down cheap version. There was a more extensive version I didn't know about, called Gold, but the company went bankrupt, and I can't get it. (There are downloads, but the sites look a bit iffy.)

The program produces effects from the photo, which can be tweaked, and added locally or all over - I picked out the pumpkins in a brighter version, for instance, and added some imitation pen effects as well. I had also brightened the original photo, and then darkened the sky again in another programme. Did something useful while waiting for the dratted solicitor.
