Yes, one could of course exterminate them with a death sentence. One could imprison them for a long time to protect the public. One could attempt to treat them in a psychiatric institution etc etc. But the question was "What kind of person would do this?" not, "What would you do with them if they were caught?" I maintain there are many of these people around, manifesting their sickness in different and equally dangerous ways.
