The PM may recommend and try to institute measures, but the various government departments, treaties, provincial authority, etc., make corrective actions difficult.
Moreover, the PM must be supported by the members in his party, and concurrence by others in a minority party situation.

Only a dictator has the power to act simply and decisefully.

The PM has little authority over the provinces and their actions on the matter.
